Stage 3 of community consultation has now closed. Council will now review and assess the responses before progressing to Stage 4: Revise Riverfront Precinct Plan.


Stage 3a – Community Consultation Update

Stage 3 of community consultation for this project started on 30 August. Since then, we've received feedback indicating further clarity will be helpful around the land involved in this project. To ensure the intent of the plan is clear and transparent, we offer the following update.

It is important to note that:

  • The DRAFT Precinct Plan proposes a shared path that runs along the banks of the river, which may require potential future land acquisition of the corridor only (a small proportion of river-adjacent land that is already flood impacted).
  • There will be no requirement to resume homes or large tracts of privately-owned property.
  • The timeline for any land acquisition or negotiations would be subject to Council approval and available funding. Adjoining landowners would be consulted on the design and interface of the proposed shared path along the river.
  • The proposed staging of actions has been revised to provide more clarity on how Council would envisage realising the vision of the Precinct Plan

Project overview

Council has started the process to draft the Riverfront Precinct Plan for Logan Village. The precinct plan will provide a framework to deliver some of the actions identified in the Logan Village Implementation Plan. It is aligned with Council’s strategic priorities for activating the Logan River. In July of 2023, we asked the local community and stakeholders to confirm the community priorities have not changed since the last round of engagement. We did this via an online survey. The vision

A vision statement has been drafted to articulate what the precinct plan is trying to achieve. The vision seeks to reflect Council’s strategic priorities and feedback from community engagement.

‘A shared community place where people can exercise, relax and embrace the natural and heritage significance of the Logan River’.

Logan Village Riverfront Precinct design principles

Six design principles have been identified to guide all future interventions within the precinct. The principles have been informed by reviews of stakeholder engagement, site investigations, desktop research and the results of initial public consultation.

1. A river common

A publicly accessible location where people can enjoy the natural beauty of the river.

2. A flood resilient asset

A public asset designed to cater for flood risk, utilising flood resilient assets and strategies.

3. A tourism destination

Explore opportunities for waterfront tourism within the precinct.

4. A home for active pursuits

A place that accommodates active pursuits such as walking, cycling and kayaking etc.

5. An authentic identity

The Precinct should reflect and celebrate the heritage importance of the Logan River.

6. A healthy river

All interventions within the Precinct should seek to conserve and enhance the environmental performance of the Logan River.

Proposed big moves

A series of ‘big moves’ or initiatives will be key to delivering the vision for the Logan Village Riverfront Precinct. The following big moves are proposed to provide direction in delivering individual projects aligned to the vision for the precinct:

4Facilities to access Logan RiverCapitalise on nodal point of different active transport routes and create a regional destination for users. This priority should seek to ensure that the riverfront precinct integrates and compliments the delivery of rail trails, regional cycling routes and local trails. Logan Village should position itself as the key node for enthusiasts of active pursuits in the region.

› Explore opportunities for active recreation on the Logan River including a kayak launch point or similar

› Explore opportunities to link Riverfront Precinct with rail trail terminus on Logan Village Green

Medium term

› Design facilities to provide public access to the River
› Investigate potential of Logan Village hosting triathlons and similar events in the future
5Local heritage trail including First Nations spaceRespect and promote the rich heritage of the Logan River and its’ influence on Logan Village and surrounds through appropriate place-based heritage and cultural features. Signage, artwork and interpretative materials should be combined to tell an interactive story of how both First Nations and early settler history played out within this area.

› Explore options for a co-designed space to acknowledge and pay respect to First Nation heritage and culture within the area

› Investigate the potential of reinstating the old wharf as a key asset in unlocking the development of the Logan Village area

The DRAFT Logan Village Riverfront Precinct Plan demonstrates how the various projects and initiatives can come together and deliver a coherent place. The precinct plan has been designed to be flexible and will require detailed planning, design and engineering to progress towards the delivery of individual projects within the precinct.

It's important to note that the Logan Village Riverfront Precinct Plan does not alter the existing underlying zoning of relevant properties. For example, the identification of a ‘Tourism Opportunity’ is consistent with the preferred uses of the Village Precinct zoned under the Logan Planning Scheme 2015 (Planning Scheme - Logan Planning Scheme 2015 (isoplan.com.au). The precinct plan acts as additional content and provides a framework to coordinate Council efforts to deliver the vision for the precinct.

Council is now inviting community feedback on the DRAFT Precinct Plan and associated materials.

The survey will be open from 30 August until 24 September 2023.

Council will also host a community engagement pop up at the 160th year anniversary event to be held on the Village Green on Saturday 2 September.

Once this stage is complete, Council will review, refine and improve the DRAFT Precinct Plan based on the feedback received – Stage 3. Council will update this page once this process is complete.
