Palm Lake Resort Residents - Rail Trail

Share on Facebook Share on Twitter Share on Linkedin Email this link

Towards the end of 2020, Council decided to take advantage of the 100% State Government Funding from the Rail Trail Local Government Grants program, to investigate if the Bethania to Logan Village section (of the Bethania to Beaudesert Rail Trail), is feasible to be developed further.

The detailed design has not been undertaken at this stage but we are aware residents of Palm Lakes Resort have concerns as sections of the rail corridor pass through Palm Lakes Resort.

This page has been created to provide residents a central point for two way communications.

The Newsfeed tab will be kept updated by Council regarding the status of the project

The Questions tab is where you can ask your question regarding the project.

The final feasibility study was expected in November 2021, but was not tabled at the the Infrastructure Meeting. When is it now expected?

graykayt asked about 1 month ago

The executive summary and preliminary drawings for the proposed rail trail were attached to the Report tabled at the IN meeting and endorsed at the Council meeting in October. This was sufficient information for Council to determine that the project is feasible. The executive summary provided a short discussion of various aspects that will need to be addressed to conclude the feasibility and prepare for any future project. The comments/concerns from the consultation with the Palm/Lake Resort's resident have been included in the feasibility documentation.

Council is following the prescribed process stipulated in the (100% grant from TMR) funding agreement wherby the docuentation is now with the relevant team in TMR to make an assessment and provide their comments on the feasibility on the project.

**This might be too much information at this stage: Council will be negotiating with TMR on serveral aspects of the proposed project including the funding arrangement and successful negotiation with the current sub-lease holder, Walter Elliot Holdings. These negotiations are not expected to start before the TMR provide full signoff of the feasibility documentation.**

Just noticed a project on Councils books to upgrade High Road, Eastley Street in 2022. Cost if this project stated 5 Million. How can the Rail Track project be costed at 7.3 million when its approx 21 kilometres in length.

PeterB asked about 2 months ago

Hello Peter, the scope and complexity of the two projects are very different in nature and therefore the project budgets/costs cannot be directly compared.

It is also worth noting that the Bethania to Logan Village rail trail project is 10km in length.

Which arm/department of Government determined that the railtrail project cannot deviate very far from rail reserve to qualify for planning and construction funding? and...How far is "Very Close" (as per Answer to Q1 - Palm Lake Resort Residents engagement summary) Thanks

    graykayt asked 2 months ago

The Queensland Government (Department of Transport and Main Roads) has a set of guidelines that Local Governments need to follow when submitting applications for a Rail Trail grant.

The guidelines detail what is an eligible project and state:

To be eligible for Project Funding under the Grant Program, a Project must:

    1. be located on a disused state or local-government rail corridor.

With regards to what would be considered as ‘very close to the corridor, we can’t provide a measurement, but it would be addressed as required in the detail planning stage.  Locating the rail trail underneath unrepairable bridges is an example of moving the trail off the corridor.

You can view the program guidelines using the link below.

Does the council have any precedents with respect of this or similar projects that have actually bisected a gated community or village ??

Trevor Mitchell asked 2 months ago

The consultant doesn’t have an example of a similar project. Having the trail bisect the two villages is unique.

Can you please supply full details of the security fencing that would be needed on both the Bethania Village side and the Waterford Village side as surely an open and unfenced public track cannot be allowed to happen in gated villages or communities such as Palm Lake Resorts.

Trevor Mitchell asked 2 months ago

Thanks for your question, Trevor.  The feasibility investigation does not specify the type of fencing, but it makes a case for security fencing at Palm Lake Resorts.

The type of fencing will form part of the detail design stage which is not currently part of the project description.
