    Is it going to be the same people as always who have a say?

    Everyone who wants to share their thoughts will have the chance to do so, and we’ll read or listen to every piece of feedback. All responses will be given the same weight and attention.

    What will Council do with my insights?

    We’ll collate and analyse every response to see what themes, sentiments and priorities emerge. We use what we’ve learned to undertake more targeted engagement, to drill down a little deeper to make sure we understand what we’re hearing.

    We’ll then create a panel that represents the many faces and voices in our community. This panel – with help from independent consultants and content experts – will articulate a vision that captures the shared hopes and aspirations for the City of Logan.

    What is a community vision?

    A community vision is simply a way of describing how we, collectively, want to see our city in the future. What are our priorities? What are our values and aspirations? 

    Why do we need a community vision?

    Every five years, Council develops a corporate plan. That plan sets priorities for how Council will invest in infrastructure (roads, libraries, water, waste, parks etc.) and how we will deliver programs and services in the short, medium and long-term. 

    The community vision will influence what those priorities are.

    How will a community vision affect me?

    It will help shape the future of the city you call home. The shared vision we develop today will influence what it’s like to live in Logan in the future.

    What will the community vision do?

    It will help Council plan for the city’s future. It will ensure the values and hopes of our community are at the heart of our decision-making.

     

    How can you hope to find a shared vision when Logan is so diverse in cultures, ages, socio-demographic status and geographic locations?

    We can do this by listening and recognising the hopes and challenges that are common across our community. The first step of the process is about gaining a wealth of data from all sections of community and analysing that for themes and common sentiments. Community visions have been developed for cities around the world for many years, and Council will use best practice methods to develop ours.

    Won’t the Mayor and Councillors just decide what the vision will be?

    The new Mayor and Councillors are fully committed to listening to our community and ensuring your voice influences the decisions they make. The vision will be developed through a three-stage process guided by independent consultants. Our elected members have pledged to respect the vision delivered by the community panel.

    What’s the timeline for developing the community vision?

    We expect to have a community vision by May 2021.

    Broad engagement: Mid-September to mid-October 2020

    Targeted engagement: Mid-November to February 2021

    What is a focused conversation series?

    It’s a number of conversations that aim to create culturally appropriate, age appropriate and inclusive spaces for community members to participate in the visioning process. These focused conversations will aim to meaningfully connect with:

    • First Nations People
    • children
    • youth
    • seniors
    • culturally and linguistically diverse people
    • people living with a disability
    • low-income community members. 

    Feedback from these conversations will be provided to the deliberative panel, to help guide its conversations and deliberations.

    This form of engagement ensures the unique needs of stakeholder groups are equitably accommodated in the community vision process. 

    What will the conversations be about?

    At these sessions, participants will:

    • learn about the community vision and the community feedback so far
    • share their specific interests, needs and aspirations for our community
    • explore what the community vision should address to reflect the views of all community members.

    Independent consultants appointed by Council will guide these sessions, and the outcomes will be provided to the deliberative panel to help guide members’ conversations and deliberations.

    Who will be involved and how are they chosen?

    Anyone who Council identifies as falling into different ‘people’ categories will be invited to attend a focused conversation. These include:

    • First Nations People
    • children
    • youth
    • seniors
    • culturally and linguistically diverse people
    • people living with a disability
    • low-income community members. 

    These groups and individuals will be contacted directly by Council.

    What will the community workshops be about?

    At these workshops, participants will:

    • learn about the community vision and the community feedback so far
    • share their specific interests, needs and aspirations for our community
    • explore what the community vision should address to reflect the views of all community members.

    Independent consultants appointed by Council will guide these workshops, and the outcomes will be provided to the deliberative panel to help guide members’ conversations and deliberations.

    What is a deliberative panel?

    It’s a group of randomly selected community members who will meet three times over a number of weeks in February and March 2021 to work together to develop a community vision for the City of Logan.

    What will they ‘deliberate’?

    The panel will be asked to consider and respond to the following question:

    ‘The world is changing, and so is the City of Logan. What do we include in a community vision that will help guide Logan City Council’s decision-making and actions today and over the next  10 years?’

     

    To help unpack that question, panel members will be asked to consider more specific questions, including:

    • What is changing, and what can we expect to change in the City of Logan in the future?
    • What does the community want in the future for the City of Logan?
    • What should be in the forefront of our thinking as we make decisions about the future?
    • What values do we share as a community that should guide our actions?
    • As a community what is it that we need to aspire to? And what is achievable?
    • How will we know what success looks like if we achieve our vision?

    How does the panel work?

    Independent consultants appointed by Council will recruit and guide 3 deliberative panel sessions. At those sessions, panel members will:

    • consider key questions about our city and its future (see question 2)
    • hear from subject matter experts and community representatives
    • review and consider community feedback to date
    • develop a community vision for Logan, based on the above.

    Who will be on the panel and how will it be recruited?

    The panel will have 43 residents who form a ‘mini-public’ that reflects the Logan community. 

    They will be:

    • independently recruited and selected at random from the Logan community through a phone surveying process
    • chosen to represent our diverse community, to meet criteria including place (rural and urban residents), genders, ages, incomes, home ownership (owners and renters), ability, Aboriginal and Torres Strait Islanders and cultural heritage. 

    What decisions will the panel make?

    The deliberative panel will be asked to:
    • develop a community vision  for the City of Logan, based on informed discussion and consideration, including community feedback to date
    • define and clarify this vision through supporting principles and themes
    • identify priorities and community aspirations for the future.

    Panel members will need to come to a consensus agreement on the community vision. Council is then responsible for considering how to best deliver that vision in its everyday decision making.

    Why do we need a deliberative panel?

    Deliberative panels can provide impartial, thoughtful and valuable advice to government. Developing a well-considered vision takes time and effort and is best developed through thoughtful conversation. A community vision should be developed by the community to reflect local needs, wants and ideas. A deliberative panel is an ideal way for the community to create the vision.

    The main benefits of using a deliberative panel is that community members who are randomly recruited come together to answer questions, deliberate, explore and understand what community members in Logan most want to see included in their community vision. The panel will have access to sound information, a variety of perspectives, time to think about it, and time to discuss with their fellow community members.

    Will the community have a say on the vision the panel develops?

    Absolutely. The deliberative panel will provide a draft vision to Council in April. We will then bring it to the wider community for feedback, via this Have Your Say portal. We’ll broadly promote this opportunity when that time comes.
