  • Council provides financial assistance to eligible residents, although it is not legally required to.
  • This financial aid for concealed leaks is paid through water charges paid by rate payers.

Your water bill and Council's rebates

Property owners are responsible for the cost of ALL water used at their property, including water that has been lost due to a leak.

Your water bill is made up of two charges:

  1. Council  
  1. State Bulk Water Charge

E.g., Total water consumption where charge: $1,000.00 

  • Council Charge: $236.11 
  • State Bulk Water Charge: $763.89 


Council's current Policy provides financial assistance for eligible customers, covering 100% of the Council charge on their bill. In the example above a customer would receive financial assistance of $236.11. The State Bulk Water Charge of $763.89 still needs to be paid by the customer.
