- You must bear all of the costs you incur by participating in this EOI.
- Any communications from you about this EOI must be by email to the nominated email address as set out below
- A submission or proponent which does not comply with the requirements of this EOI may be excluded by Council from further consideration.
- You must provide any additional information as and when requested by Council to clarify your submission.
- Shortlisting, negotiation, evaluation and selection. At any time during the evaluation process (and on one or more occasions), Council may:
- shortlist one or more proponents and in so doing exclude the remaining proponents from further consideration; and/or
- negotiate with one proponent, all proponents or a shortlist of proponents.
- Note: Artist & Teams will only be selected for one Art Project.
About the initiative
The South East Queensland City Deal Public Art Initiative is a grant program funded by the Australian Government and led by the Queensland Government in collaboration with local governments.
The initiative is focused on delivering public art projects that activate places and improve the built environment.
The initiative aims to enhance place-making and to promote a more liveable South East Queensland through the installation and delivery of artwork.
The initiative objectives are to:
· Contribute to place-based activation and enhancement of the built environment.
· Create accessible, new and engaging Public Art in Logan that supports cultural tourism.
· Support local businesses and job creation
· Maximise opportunities for First Nations peoples, Australian artists, including artists with disability, or from diverse, cultural or linguistic backgrounds.
Background
The following documents guide Council’s Public Art Initiative approach:
· Council endorsed the Urban Art Strategy in 2022, following public consultation and wide engagement with the local artist community, which informed the key objectives of the strategy (see Urban Art Strategy - Logan’s Activity Centres).
· The Place Plan – a Place Making Approach for Logan’s Economic Transformation, endorsed by Council in 2024, consolidated existing place-based actions or initiatives, including the Urban Art Strategy, under broad classifications of policy, programs, and projects. The Place Plan guides delivery of future Place Making actions or initiatives delivered by Council, including Urban Art Projects. Artwork opportunities
The artwork designs will be conceptually guided by the City Deal Public Art Initiative Objectives and the Logan Public Art Initiative Artist Brief.
Artists and teams must indicate in the EOI form which artwork opportunities they are interested in. Note: Project budgets are only for guidance and will be dependent on the final selected concept design and can be amended at Council’s discretion.
Project 1 – City Landmark
Large scale public art - Project budget guide $250,000 to $350,000 (excl. GST) will cover artist fees, as well as all expenses related to the design, documentation, fabrication, and installation of the artwork, licensing or intellectual property, stakeholder or community engagement, site works, construction costs, plant and equipment, infrastructure to support the Public Art, research and technical services where applicable This budget will also include fees for any collaborators, sub-contractors, insurances and workplace health and safety involved in the delivery of the artwork. At this stage, we expect installation of the artwork will be managed by Logan City Council.
Project description
A large-scale vertical sculptural landmark can be located to attract views from the M1 and act as a gateway for the City of Logan. The form can feature integrated lighting and express environmental and cultural values- such as the entwined organic form of the Love Flower sculpture by John Meade which is based on an ikebana flower arrangement.
Project 2 – Rail Trail Precinct Markers
Medium scale public art – Project budget guide $150,000 to $250,000 (excl. GST) will cover artist fees, as well as all expenses related to the design, documentation, fabrication, and installation of the artwork, licensing or intellectual property, stakeholder or community engagement, site works, construction costs, plant and equipment, infrastructure to support the Public Art, research and technical services where applicable.This budget will also include fees for any collaborators, sub-contractors, insurances and workplace health and safety involved in the delivery of the artwork. Installation of the artwork will be managed by Logan City Council.
Project description
Customised creative signage and the commissioning of artwork that depicts the history of the railway line with a particular focus on the trial heads and key entry point for the Rail Trail to be constructed on the disused rail corridor. Subject to budget the artworks can be expanded to include artworks along the trail once constructed.
Project 3 – Centres Functional Art Trail
Small scale functional public art – project budget guide approx. $60,000 to $80,000 per site (excl. GST). For this project artist fees will be limited to Concept Design only. At this stage it is expected that all other expenses related to the detailed design, documentation, fabrication, and installation of the artwork will be managed by Logan City Council.
Project description
Installation of a functional art trail with art installations to serve a dual purpose of being functional objects and artworks. They may take the form of sculptural seating elements, shade structures, bike racks and play elements. Functional artworks can provide platforms for rest, relaxation and recreation, and add a distinctive flavour to the urban environment and should provide “Instagrammable” opportunities across centres across the city from major, district, neighbourhood to local centres in Divisions 3,5,7,8, 10 and 11.
Stage 2: EOI and artist selection (current stage)
Stage 2: EOI process and eligibility criteria
EOIs open Wednesday 16 April 2025 and close on Tuesday 13 May 2025.
Eligibility criteria:
· Applicants must be recognised as a professional practicing artist (i.e. ABN)
· For Project 1 and 2, applicants must have previous experience delivering significant public artworks.
· For project 3, applicants must provide evidence of experience in design of similar type of artworks or provide a descriptions or sketches of the ideas for the functional art trial.
· Applicants must have a connection to South-East Queensland.
· Applicants must be available to participate in the Concept Design process (estimated start May 2025 in line with the program provided).
· Council strongly encourages First Nations peoples and Australian artists, including artists with a disability, or from a diverse cultural or linguistic background and artists local to the City of Logan to submit their expressions of interest.
EOI Submission requirements
Eligible artists and artist teams will be required to only supply the following information:
1. Artist statement in response to the following objectives of the City Deal Public Art Initiatives (400 words max):
· Encourage cultural tourism
· Enhance quality of the built environment, and place-based activation
· Contribute to Logan’s identity
2.Artist connection to Logan, South East Queensland, and or SEQ First Nations culture.
3.Current resume and biography
4. Three to five examples of previous relevant public artworks.
Note:
Artist & Teams may submit an EOI for multiple art projects, but if successful, will only be selected to progress to concept design stage for one art project.
Artists/artist teams are not to submit detailed concept artworks as part of the EOI process. Detailed concept artworks are part of the next stage – concept design.
EOI submissions will be assessed by a selection panel, and up to 3 shortlisted artists or artist teams will be invited to develop concept designs in response to a detailed artwork brief. Artists will be notified of the EOI selection process outcome in May 2025.
EOI Assessment criteria
The Selection Panel will assess incoming EOIs against the following criteria:
· Artist statement in response to the Public Art Initiative and Logan Urban Art Strategy objectives
· Artist’s connection to the City of Logan, South-East Queensland, and/or South East Queensland First Nations culture
· Previous experience and/or capacity to deliver similar type or sized projects to the EOI nominated project.
Stage 3: Concept design proposals (future stage)
Project 1 – City Landmark
Up to Three artists or artist teams, shortlisted from the EOIs, will be provided a detailed artwork brief and be engaged to develop a concept design proposal for a fee. The concept design stage is expected to run from May 2025 to June 2025.
The concept design proposal will include artistic rationale, visualisations, material specifications, dimensions, maintenance considerations, a preliminary program and a cost plan detailing all costs associated with the development, fabrication, and installation of the concept artwork.

Project approval
The successful concept designs will be submitted to SEQ City Deal as part of Councils application process. Council is expected to be notified of the grant assessment outcome in Date TBC.
